Rules & Regulations of this Newsletter:
The purpose of this newsletter is to keep residents informed of what is going on in their community. It is printed on a bi-monthly basis by the Selectmen’s Office Staff. Articles submitted by Town Boards are not edited by the Select Board or Office Administrator. Outside organizations are allowed to submit articles of no longer than one column length. These articles are to be factual and will not be printed if they contain any political format, forum, or communication. We welcome reader input and hope you enjoy reading the Newsletter.

Selectmen:
The Board welcomes Bruce Turner back to the Board and thanks Thomas Haas for his years of service on the Board.
The Board thanks Marj Wexler for her years of service on the Planning Board and welcomes Janis Martinson-Sagarin to the Planning Board. The Board and the Planning Board jointly appointed Bernhard Haeckel to the fill the vacant seat on the Planning Board left by the tie vote at the Annual Town Election.
French Park:
The Selectmen have been asked to consider construction of a skateboard park at French Park. The Board has gathered information from its insurance carrier and other towns. At this time the Board would like to try to determine the amount of use a skateboard park would generate and if there are any avenues of funding for the construction. If you would be interested in a skateboard park at French Park please notify Town Hall.
E 911:
In order to maintain the integrity of Verizon’s Disability Indicator Program now that there is new technology and people are using different phone service, Verizon needs residents with any form of disability to file a new DI program form. Egremont’s E 911 coordinator, Vince Murphy has these forms. Please contact either him at 528-9313 or Mary at Town Hall to obtain one.
Transfer Station & Recycling Center:
The new FY 2011 stickers are in. Stop by on your next trip the Transfer Station to get yours.
2010 Household Hazardous Waste Collections:

Did you know plastic bag recycling stations at grocery stores and supermarkets accept a wide range of plastic bags including grocery bags, newspaper bags, dry cleaning bags, retail shopping bags (with string and rigid plastic handles removed), bread, cereal and produce bags and plastic wrap from paper products and bulk items?
Egremont Agricultural Commission:
There are many ways you can get involved in your local agricultural community this summer! The Farmers Markets are up and running and you have several to choose from. The Sheffield Farmers Market is open on Fridays from 3:30 pm-6:30 pm at Old Parish Church in the center of Sheffield on Route 7. There are two markets in Great Barrington. One is on Wednesdays from 3pm-6pm at the Nutrition Center at 94 West Ave. and one on Saturdays from 9am-1pm at the Historic Railroad building. All markets can be enjoyed into October. If you are seeking other ways to support local agriculture, check out the Berkshire Grown website: www.berkshiregrown.org.
Other events include horse shows at French Park. There were two successful shows so far this year, May 9th and June 20th.The next horse shows are July 18th and September 19th. Participants and spectators welcome!
There is an active 4-H club in the area. Though its focus is mainly horses, members with other project areas are welcome. If you would like more information regarding 4-H, visit their website www.mass4h.org and visit the Berkshire County link for clubs near you.
We wanted to also announce the partial closing of the Proctor's Bel-Air Dairy Farm. Charlie and Ellen Proctor and their son Rhett have stewarded this farm which has been in operation over 50 years. The cows have all found new homes and their iconic faces will be missed on top of scenic Baldwin Hill. The Proctors plan to make hay this season. The Proctor's Bel-Air Farm was one of only two working dairy farms in Egremont.

Egremont Historical Commission:
The Historical Commission is excited about the many projects now underway and welcomes town members to stop by the Archive Room on the first Saturday and third Monday of the month to learn more and get involved.
July 17 at 10am there will be a historical walking tour of the area from the Weathervane Inn to the former Egremont Inn. Meet in the Academy Building parking lot. There will also be a demonstration of the search capabilities of the Archives developing database. Finding information in the Archive Room and about Egremont’s history is getting easier. Visitors are now able to use our new computer to view our inventory of books, photo-graphs, maps and artifacts to more quickly find items of interest. We are also starting to electronically compile information, documentation, and photos of both historic homes and the businesses that existed in our town in the 18th through 20th centuries.
Thanks to a grant we received, we are also updating our brochures for historic walking tours of both South Egremont and North Egremont . With our new digital camera, we will be taking pictures of historic homes and sites for these brochures as well as for the house histories we are compiling. If you have done any research on the history of your home or a family that has lived there, we would love you to share it with us so we can be sure it is included in the work we are doing.
We are also about to embark on an oral history of our town. Please let us know if you would be interested in working on this project with us or being interviewed.
The Historical Commission is always looking for memorabilia, pictures, and documentation that tell Egremont’s story. If you have something you think is of historic interest – letters, photographs, early town records, newspaper clippings, artifacts from the many businesses that called Egremont home over the centuries…. - please come by the Archive Room when we are open and we would be happy to scan or photograph your items for our archives.

Every ton of recycled mixed paper saves 185 gallons of gasoline. Every 100 tons of recycled plastic bottles save 52,000 gallons of gasoline. Recycling one ton of aluminum cans conserves 1,655 gallons of gasoline. Recycling makes sense.
Egremont Board of Assessors
Real Estate Statutory Exemptions
Applications will be mailed out to those Egremont residents who currently have such status or have requested information from us during the past year. The deadline for submitting those applications, and accompanying documentation, is October 1, 2010.
The following are the exemption categories:
SENIOR -- SURVIVING SPOUSE OR MINOR -- VETERAN -- BLIND
Senior:
For eligibility, an individual must possess, as of July 1, 2010, the status of either
1. A surviving spouse or a minor with a parent deceased who owns and occupies the property as his domicile
2. A person 70 years or over who has owned and occupied the property as his domicile for at least 10 years.
Veteran:
1. Veterans with a service connected disability of 10% or more as determined by the Veterans Administration or the branch of service from which separated.
2. Veterans who have been awarded the Purple Heart.
3. Gold Star mothers and fathers.
4. Spouses (where the domicile is owned by the veteran’s spouse) and surviving spouses (who do not remarry) of veterans entitled to exemption under Clause 22.
5. Surviving spouses (who do not remarry) of World War I veterans so long as their whole worth, less any mortgage on the property, does not exceed $20,000.
Blind:
An individual must annually give proof of blindness by providing
1. A certificate from the Commission for the Blind attesting to a condition of legal blindness.
2. As an alternative for the first year an exemption is sought, a letter from a reputable physician certifying blindness in accordance with the specifications of the Commission for the Blind. For each subsequent year, a certificate from the Commission attesting to blindness must be provided.
classified chapter lands
Forest-- Agricultural or Horticultural -- Recreational Land Classification
Forest land, agricultural and horticultural farm land and recreational land all receive special tax treatment resulting from constitutional amendments. The valuation of these categories of property, often referred to as classified chapter lands, is based on their use value and not their market value.
The forest, agricultural/horticultural and recreational classification programs under Massachusetts General Laws, Chapters 61, 61A and 61B respectively, are designed to encourage the preservation, enhancement and active productive use of the Commonwealth’s forests, valuable farmland and open space.
If you fall into any of the above Exemption categories, or if you believe your property might qualify for any of the Chapter classifications, and have not received an application, please contact us at 528-0182, Ext. 14 and leave a message with your name, address and phone number, and we will mail one to you immediately. You can also pick one up at Town Hall during our office hours (Tuesday and Thursday (9:00 AM to 12:00noon) or anytime in the slots outside the Assessor’s Office.

Board of Health:
For some months the Board of Health (BoH) has been discussing the possibility of enacting local regulations on dumpsters and roll-off containers. This is a result of the growing number of calls directed to the BoH from homeowners in the community complaining of odors and other possible health hazards emanating from these containers on abutting properties.
The BoH is given the authority by the state to issue local regulations in matters of concern to the public’s health under the State Housing Code (105 CMR 410.601) and Massachusetts General Law (MGL Ch. 111 Section 31B (removal of garbage) and Section 122 (nuisances which may be injurious to public health). 99.99% of the time folks in town have taken the proper steps when it comes to properly removing their trash or construction and demolition waste and avoiding complaints from their neighbors. There have been cases though when a dumpster or roll-off container has been misused to the point where complaints are received by the BoH.
In cases of abuse some Egremonter’s have been left to deal with annoying odors making it impossible to go outside, infestation of rodents and other vermin attracted to the contents in the receptacle or the placement of a construction roll-off container that has been left on a property for extended periods of time collecting water which attracts mosquitoes. The BoH’s proposed dumpster and roll-off container regulations and subsequent permit for all new and existing dumpsters and roll-off containers left on a property for longer than two weeks is a way of stating from the beginning what is allowable material for a dumpster or roll-off, what is not acceptable material and how long that receptacle is anticipated to be on site and when it will be removed. These proposed regulations are meant to be a tool for the town to avoid going to court if a difficult situation of extreme abuse by a property owner arises.
Copies of the proposed regulations are available at Town Hall for review. A hearing has been scheduled for June 24th and all comments from that hearing will be noted and considered in any final document. Green Committee:
Here’s another reason to add to your long list of reasons of what to love about Egremont: our green businesses! Last year the Green Committee sent a letter to our Egremont business owners asking them to rate their company’s “greenness”. A task list of environmental practices ranging anywhere from using compact fluorescent light bulbs, composting, encouraging employees to car pool, installing a renewable energy system or buying local was sent along with our letter. And what was the reply to our inquiry? An amazing 30% of Egremont’s businesses employ earth-friendly, green policies in their day-to-day operations.

medications as well as pet medications, patches,
vitamins and supplements, inhalers.
Water Department: We sincerely believe that all of our problems with the changeover to our new software and billing programs are behind us. We have resumed our monthly meter reading and billing cycle.
We recently signed a contract with Joe Wilkinson & Sons for the replacement of 300+ feet of old (and leaking) pipe in the Berkshire Greens development. We expect our outflow numbers will decrease substantially after this work is completed. Another significant leak has been found on private property, prior to any meter connections. This pipe will be replaced at the owner’s expense and should further reduce our outflows from the treatment plant. Our ultimate goal is to have our outflow numbers in very close alignment with the gallons we are billing for each month.
We encourage anyone with questions to call any Commissioner or the Water Treatment Plant operators.
Town Clerk:
The State Primary is Sept 16. Polls will be open from 7:00 a.m. – 8:00 p.m. If you would like an Absentee Ballot for this election your request must be submitted in writing by 12:00 noon on Sept 15. Remember for this election only, you need to request a Democrat or Republican Ballot.
The Presidential Election is Nov 4. It is not too early to request Absentee Ballots for this election. The earlier you submit your request, the more efficiently it will be processed.

Conservation Commission:
As landowners, do you have questions regarding your property? Do you have water features? Do you have wood frogs? Are you on or near a river? Do you know what you can and cannot do in proximity to “wet land”? Is it wetlands? One of the wonderful things about the web is the information out there that’s a click away.
The Egremont Conservation Commission would like to invite you to avail yourself of the information on an extremely beneficial website. Go to www.maccweb.org and you’ll have access to a virtually limitless amount of information about your land. Topics include: Laws regarding the Wetlands Protection Act, invasive species, land conservation,
open space issues, and links to topics such a pesticides, logging, biodiversity, and on and on.
Don’t forget that the Egremont Conservation Commission meets on the second and fourth Thursday of each month at 7PM and the public is welcomed to join us.
Planning Board:
The Planning Board welcomes its newest member, Bernhard Haeckel. Bernhard was appointed to the Planning Board on June 23, 2010, by joint vote of the Board of Selectmen and Planning Board, following the tie vote between him and Penny Hudnut in the election on May 11, 2010. That tie was confirmed in a recount on May 24, 2010. The appointment was opened to all interested candidates.
The May 2010 tie vote was for a two year seat on the board, to fill the remaining term of a member who resigned last year. However, this appointment will be only until the next election in May 2011, at which time the ballot will include a one year Planning Board seat to complete that term, as well as the usual five year seat.
The board extends its deep appreciation to Marj Wexler for her five years on the board and all the time and energy she devoted for the benefit of the town. Marj did not seek reelection in May.

Motor Vehicle Excise - Interim bills are being mailed periodically as the bill information is received from the Registry of Motor Vehicles. Interim bills are generated when a new or used vehicle is purchased and/or registered during the present or prior year. PLEASE NOTE: If you have disposed of a vehicle, please remember, it is the taxpayers responsibility to file an abatement. Do not ignore the tax bill as it stays on the books until it is paid or abated. Again, we only have the information provided to us from the Registry of Motor Vehicles which comes from the vehicle owner. If you have received a notice from the Deputy Collector please call his office to clear your obligation.
On Line Banking - UNIPAY on line banking is a great tool for last minute payments of any bill owed to the town. Go to the Town of Egremont web site www.egremont-ma.gov/ and click on pay your bills on line. Follow the instructions from that point. You will be able to use ACH or a credit card. Thank you to all who are using the on-line product. It is working great. Please give it a try.
Note: When making payments through your bank bill pay please remember to use your current tax bill number and check to be sure the remittence address is correct.

Egremont Garden Club:
Learn which plants will flourish in the unique Egremont climate. Find out the secrets of the beautiful gardens of our town. The Egremont Garden Club will hold its annual tour of members’ gardens on Wednesday, July 21, visiting three special places. Club members and all interested gardeners should meet at the Egremont Library to carpool and collect maps. At the end of the tour, a light luncheon will be served. The Egremont School:
The Egremont School ended its 2009-2010
academic season with a performance of the book,
The Umbrella, adapted for the stage by our teacher
Julie Milani and her assistant Bonnie Gruber. The
Egremont Gentlemen’s Recorder Society, four of
this year’s graduates – Payer Hartcorn, Max
Kohlkins, Ezra Rosenberg and Samuel Schroeder
also gave a school concert and, with two former
Egremont Schoolers, Robin Lamb and Finn
Chebatoris, played an inspiring rendition of
Amazing Grace at this year’s Memorial Day Parade.
While the school year has ended, there will be
several important information meetings over the
summer regarding the revised Southern Berkshire
Regional School District agreement to be voted at
special town meeting this Fall. Please attend these
meetings. This very historic and important
institution in our town and your right to determine
its future is being called into question. If you have
any questions, or would like to help work on this

Friends of Prospect Lake:
ANNUAL GENERAL MEETING is being held at 10:00 AM on Saturday, July 10, at the North Egremont Firehouse, and is open to all. New members can sign up at the meeting. The agenda includes: FY 2009-2010 reports, plans for 2010-2011, a by-law change, and election of officers and directors. An info-session on treatment options, including downstairs, will be held.
TAG SALE on May 29 was a great success thanks to twenty plus volunteers led by Marj Wexler. The smooth operation yielded $2,100 for the treasury. Thanks go out to all donators and buyers.
A HEALTHIER LAKE is our goal and a continual process: treatment for invasive weeds was done on May 24; zebra mussel “monitoring pads” were put in on June 19; and an alum treatment for algae was done on June 28. We thank Jim Palmatier for checking watercraft coming into Prospect Lake Park for zebra mussel cleaning.

This poem is submitted in memory of World War II veteran, Orville Vosburg, who recently passed away.
Today a mighty army marches, unseen but in memory
Their cadenced tread stirs no dust, but whispers a silent song.
They march to a shadowed land called “glory” for they were strong
And from their purse of courage paid their lives.

In foreign lands across this world of worlds
They fought and bled and died.
The flame of freedom ever in the van
calling the last of strength in every man
For America
For America
So on this day of memory, we realize what they have paid
of the debt all people everywhere still owe
for kindness, honor, equality, for every man
And for the love we must bestow.
For America
For America
If on a quiet night you might watch the star filled sky
And see the countless lights in flashing throng.
There then must these fallen warriors dwell
for they did not in vain die.
But moved instead to live with God.
