Rules & Regulations of this Newsletter:

The purpose of this newsletter is to keep residents informed of what is going on in their community. It is printed on a bi-monthly basis by the Selectmen’s Office Staff. Articles submitted by Town Boards are not edited by the Select Board or Office Administrator. Outside organizations are allowed to submit articles of no longer than one column length. These articles are to be factual and will not be printed if they contain any political format, forum, or communication. We welcome reader input and hope you enjoy reading the Newsletter.

          Town election date is May 11. The Polls will be open from 10:00 a.m. until 7:00 p.m. If you need an Absentee Ballot for this election please remember that your request must be received, in writing, by 12:00 noon on Monday, May 10. If you have questions or need more information please contact Town Clerk Margaret Muskrat.

            Final Reminder: Please get your dog licensed now!

 

Selectmen:

            Newsletter Reminder - if you have a South Egremont Post Office box or a North Egremont PMB you will no longer get your newsletter through the mail beginning July 1, 2010. If you have an email address please give it to the Office Staff. You will be able to pick up printed copies at the South Egremont Store, the North Egremont Post Office, the Town Hall or the Library.

            Federal Census - Census forms sent to a Post Office box or a PMB box did not get through to residents. Census workers will be going door to door during the months of May and June to give out census forms. Don’t panic - you will get counted. If you don’t want to wait for the census worker call 1-866-872-6868 to get one sent to you or to respond over the phone. We have a limited supply of forms at Town Hall if you would like to get this done immediately.

          The So. Berk. Regional School District has proposed an amended school agreement that the Egremont Board of Selectmen will not be placing before the voters at the Annual Town Meeting.

The Selectmen are circulating a petition to amend the proposed amended school agreement to keep the requirement that a local school building can only be closed by a unanimous vote of all 5 member towns. The School is proposing that the agreement be amended to allow a 4 to 1 vote to close a school building. The Egremont Selectmen feel that this will take the Egremont voters right to keep open or to close the South Egremont School away from it, and that only a Town has the right o make that very important decision. This new proposed amendment will be voted on by the Town of Egremont at a proposed October Special Town Meeting. All other Town’s of the district have agreed to vote on the School’s proposed amended agreement, but will as well have to vote on Egremont’s proposed amended agreement. The agreement that gets unanimous approval from all 5 Town’s will be agreement in effect. Until that time the current school agreement remains in effect.

 

Want to hold a Town Office:

            It’s that time of year again… appointment time!  

            The Selectboard appoints and reappoints members to various committees, towards the end of June, that serve the town. Many of these do not require you to be a registered voter. They only require the desire to serve. The committees with positions that are up for appointment or reappointment are: Animal Control Officer and Deputies, Board of Appeals and an Alternate (this requires voter registration), Representative to the Berkshire County Regional Planning Commission, Conservation Commission, Council on Aging, Draft Hydrant Committee, E-911 Coordinators, Egremont-Alford Cultural Council, Emergency Management Coordinator, Fence Viewers, Field Driver, Finance Committee (this requires voter registration), Fire Chief and Assistant, Forest Warden, French Park Committee, Gas Inspector, Hazardous Waste Coordinator, Board of Health (this requires voter registration), Historical Commission, Municipal Coordinators, Plumbing Inspector, Pound Keeper, Agricultural Commission, Southern Berkshire Medical Reserve Corp., Surveyor of Lumber, Technology Study Committee, Town Historian, Veteran’s Agent, and Wire Inspector.

            Some of these positions are mandated by the state and some require special knowledge or experience. Yet, there are many committees here that welcome new members and are not limited as to the number of members. We welcome both year-round residents and second-home owners to inquire about some of these committees and join in the good work that they do.

            Descriptions of each position and each committee’s purpose is available at our Town Hall. We welcome seeing new faces and hearing new ideas. Many of these committees do not require great amounts of time and some can be flexible to match its member’s time constraints. So if you’ve ever sat back and wondered why a committee is doing something or thought you had a better idea… we want to hear it. A community is only as strong as its citizens.

 

Police Facility: 

            Following the March 6 public information meeting, the Board has gone back to work on the Police Facility to see if a smaller building will fit the needs of the Police Department. The Board hopes to have more information for another public information meeting during the summer.

 

Conservation Commission:

          "Good fences make good neighbors", said Robert Frost. With a fencing bylaw on the Town Meeting warrant, the Conservation Commission reflects on the good fences part from our point of view.

            Like any other man made work, fences must comply with the Wetlands Protection Act. A fence built within or bordering a resource area (wetland, vernal pool, stream, river, pond, lake) must comply with regulations by the owner contacting the Commission with the plans to determine what work, if any, will be done in a resource area or its buffer zone.

            A "green fence" would certainly be preferable, but not required. Even then, the commission should be approached as there are concerns over native versus non-native, and invasive versus non-invasive, plants. Native and non-invasive is the preferred combination. Invasive plants takeover an area where planted and can be native or non-native.

            Please include your property's ecosystem as a good neighbor to your good fence.

 

Historical Commission:

            The first Saturday of the month the Egremont Archives in the Town Academy Building (2nd floor) on Buttonball Lane in South Egremont is a busy place. Interested homeowners, history researchers, members of the Commission and volunteers gather to use the documents, view the artifacts, improve and enhance the databases and catalog.

            Last year the Commission received a $500 grant from the Upper Housatonic Heritage Area to begin work on a project to catalog the holdings of the Archives, and make our valuable Town history accessible. We have started on the collection of postcards, material about the Dalzell Axle Factory, Jug End Barn, the Egremont Inn, and other historic buildings. There is also a map catalog.

            We would like to develop a web site to make this material even more available to townspeople.

            The Massachusetts Cultural Council has just awarded the Commission a grant of $300 to update the walking tours of North and South Egremont.

The Lost Egremont Cemetery

            Did you know that there is a “lost cemetery” in North Egremont? As a local historian, I wanted to locate the long-forgotten Race family burial site. There is something sad about an abandoned cemetery, and I was determined to find it. Fellow historian Jim Parrish agreed to help with my search.

            I knew a bit about the cemetery from a brief article written well over a hundred years ago by Henry Warner. He had discovered nine or more graves amid the briars, bushes and trees. Jim and I had a rough idea of where to look – the forest between Phillips Road and Blunt Road. [Please note that this is private property.] Our initial search was unsuccessful. The woods were filled with brambles and progress was slow. A check with nearby property owner Richard Burdsall got us pointed in the right direction. But the cemetery remained elusive. And the thicket was filled with hungry ticks that seemed to enjoy dining on me much more than Jim. For every ten I removed, he found just one or two.

            As we slowly hiked west along an old fence line, Jim noticed some giant, mostly dead pine trees girdled many years ago. We followed them and after battling more brambles, we found the overgrown cemetery site. Only three stones remained partially standing, and only one was readable. I suspect that the remaining stones are buried under leaves and brush.

            Research indicates that buried at the site were Isaac Race who died in 1822, age 79. Amena, his wife departed in 1818, aged 59. Emeline, daughter of Andrew Race died in 1826, aged 5 years. Rebeckah, Peter and Eva Race are all buried here, but the stones revealed no dates when they were viewed in 1901.

          It is my hope that someday in the future – when the ticks are dormant and with permission of the property owner – a group of volunteers and perhaps Race family descendents can clean up this cemetery by removing the trees and brush, then find and straighten the gravestones. This pioneer family cemetery deserves to be remembered and restored.

Egremont Police Department:

            Now that winter is past (hopefully) we can all look forward to longer and brighter days. With that in mind we encourage our citizens to be cognizant of more traffic congestion on the roads: cars, trucks, bikes, and pedestrians. Our southern Berkshire area will soon be much busier and complicated with visitors and activities throughout the season. We remain fair but vigilant in our daily patrols to ensure safe streets and roads for all who enjoy our wonderful town.

            This year we have been able to review plans presented by the Select Board and observed all the work that has gone into a needs/space assessment regarding the Town Hall and police space. We were present at the Select Board’s Informational meeting in early March and gathered a lot of useful information and practical input from a great number of residents. We are hoping that someday we will gain the much needed and required safe space for all police department operations: meetings with concerned citizens, interviews, speaking with victims, day to day operations, and records and evidence storage.

            Please remember to keep your homes, vehicles, and valuables locked securely in an effort to deter would be violators from violating your property. Most people respect other people’s property but sometimes intruders find their way into our community. We want to make sure our citizens are as safe as can be.

            Firearms Licensing information is posted next to the door of the police office. For an appointment, please call 528-2160 and we can set up a mutually convenient time to begin the application process.

FY 2010 - Real Estate & Personal Property Tax final payments are due May 3, 2010.

**There is no grace period.

Fees, Fines, Interest - become effective May 4, 2010 for delinquent tax bills.

            Motor Vehicle Excise - Demand for payment has been sent out for the FY10 Motor Vehicle bills that were due March 12. Please note that the demand fee has increased to $10 for delinquent payments. Interim bills are still being mailed periodically as the bill information is received from the Registry of Motor Vehicles. Interim bills are generated when a new or used vehicle is purchased and/or registered during the present or prior year. PLEASE NOTE: If you have disposed of a vehicle, please remember, it is the taxpayers responsibility to file an abatement. Do not ignore the tax bill as it stays on the books until it is paid or abated. Again, we only have the information provided to us from the Registry of Motor Vehicles which comes from the vehicle owner. If you have received a notice from the Deputy Collector please call his office to clear your obligation.

            On Line Banking - UNIPAY on line banking is a great tool for last minute payments of any bill owed to the town. Go to the Town of Egremont web site www.egremont-ma.gov/ and click on pay your bills on line. Follow the instructions from that point. You will be able to use ACH or a credit card. Thank you to all who are using the on-line product. It is working great. Please give it a try.

            Note: When making payments through your bank bill pay please remember to use your current tax bill number and check to be sure the remittence address is correct.

Board of Health:

          Ah spring! It’s time to enjoy the warmer weather and all of the associated outdoor activities that come with it. Next time you’re on a hike or working in the tall grass don’t forget the bug spray with DEET to keep those nasty ticks at bay. Berkshire County has the highest rate of Lyme Disease in the state. Prevention is critical in avoiding the disease.

            Spring is also a great time of the year to have your water tested. Water testing kits are available at Town Hall and the lab fees for a simple bacteria test costs about $30. If you haven’t had your septic tank pumped in a while perhaps this is a good time to have that done too. The cost of a septic tank pumping (around $275) is a lot cheaper than having to replace your entire septic system. That is what could happen if the solids in the tank overflow into your leach field.

             Finally, spring is a great time for outdoor exercise. Whether it’s walking, hiking, cycling or gardening shake off those winter blahs and get yourself outside. There are birds, flowers and all of nature to enjoy along the way and you’ll be keeping yourself fit while doing so.

Planning Board:

            The Egremont Planning Board has asked for four bylaw articles to be on the Annual Town Meeting warrant. Three of these proposals relate to cell towers and telecommunications and one to establishing a new fence bylaw.

Telecommunications Articles:

            The Planning Board is proposing changes to two sections of the bylaw that require setbacks for cell towers from property boundaries and dwellings. These changes are needed to bring the bylaw into conformity with last year’s change in the Wireless Telecommunications Overlay District, which designates where cell towers may be located. Last year at town meeting townspeople voted to expand the District to include the whole town, so that cell towers can be anywhere in town with a Special Permit from the Planning Board rather than just in the two locations that were previously designated in the bylaw. With the entire town now the District, the wording has to be changed so that the setbacks apply to the specific parcels of land where a tower will be located rather than to the District boundary as they do now. No change is being proposed in the size of these setback requirements, so updating the language will achieve the same protections for abutters that the bylaw previously provided. Articles 5 and 6 propose these changes to Sections 5.3.10.9 and 5.3.10.19 so the bylaw will be consistent with the entire town now being the District and will give the protections originally intended.

            Last year the town also voted to grant the Planning Board the authority to waive all sections of the telecommunications portion of the bylaw. The Planning Board is recommending in Article 7 that this waiver authority be made less broad and only apply to sections of the bylaw which are administrative and which might require a waiver due to changes in technology. Input from the town’s professional independent consultant, to be chosen by the town but paid for by the telecommunications company, would be required before a waiver could be granted. This will allow the special permit review to stay current with changing technologies and practices based on professional technical expertise. Limiting the waiver authority to those bylaw sections will prevent waiver of sections of the bylaw which protect the safety of the town and the property values and property enjoyment of landowners nearby the tower locations. It will avoid townspeople’s interests being compromised in favor of cell companies maximizing their profits. Property owners and tower companies will have clear expectations of what protections the town wants to provide in achieving cell service as quickly, safely and inexpensively to the taxpayer as possible.

Proposed Fence Bylaw Article:

            All Bylaw changes regulating fences are being proposed by the board following requests from several town officials and townspeople to have some standards for fences and retaining walls. The purpose is to help preserve views and open space character, following appearance of many high fences in the area along roadsides. In general, the bylaw under this proposal would allow fences up to four feet tall along roadsides without any setback from the property boundary, and fences up to eight feet tall but only with a specified setback. A smaller setback would be required for side and rear lines. Abutting property owners could agree to have a fence right on the boundary line and could obtain a permit for that from the Selectboard. The bylaw would have separate specifications allowing safety fences and taller fences which are sight-permeable and do not block the view, light and air flow. The Planning Board’s Report to Town Meeting:

            The final wording of the bylaw proposals recommended by the Planning Board on the telecommunications waiver and the fence bylaw differs somewhat from the way it is written on the warrant, based on input from townspeople at the Public Hearing and further investigation. The Planning Board has written its Report to Town Meeting with these recommendations. The Report also contains explanation of these bylaw proposals and why the Planning Board is recommending their approval. The Report is available at the town hall, post offices and library prior to town meeting and also at town meeting. Everyone is urged to read these revised proposals and recommendations prior to town meeting.

Egremont Green Committee:

E RECYCLES

            WE DID IT! Thanks to the amazing efforts of close to 100 volunteers our 2nd annual Earth Day E RECYCLES (that’s E for Egremont) roadside clean up event was yet again a huge success. All of our 43 miles of roads were scoured for trash. Our town is truly shining. Many, many thanks to all of you who either manned a portion of road to pick up trash, or who helped us sort the trash for proper recycling or who visited our booth on the day of the event and made a small donation. E RECYCLES was part recycling awareness, part town beautification and part wellness activity. Who knew such an event would garner so much community pride, smiles and good cheer? Bravo to all! When we were asked if we are planning to hold E RECYCLES again next year the answer was an enthusiastic “you bet”. Is it too early to book next April?

SOLAR POWER FOR EGREMONT

          As many of you know the Green Committee was instrumental in securing substantial grants for the town to install energy efficiency equipment as well as photovoltaic solar panels at the Highway Garage building. The total solar output from the panels will eventually be 16 kilowatts (kW) of energy production, enough to supply all of the electrical demands of the building. When the project is completed the energy savings to the town will be approximately $6000 per year.

The first phase of the project is slated to begin in late May with the installation of the first 2 kW of solar panels. The construction of this first phase will take about a week and when you come up to the Transfer Station you’ll see the project starting to take shape. We’ll keep you posted on all developments on the project and invite all of our community members to any ceremonies we might be holding to celebrate our “switch to solar”.

             

The Egremont School:

          The children of the Egremont School would like to invite you to attend our annual Spring Play. This year, we are performing an adaptation of Jan Brett’s story, The Unbrella.
The story is set in the jungles of Costa Rica with an opportunity for us to learn about many of these exotic animals and practice our Spanish lessons as the play has a bit of Spanish in it. The performances will be on June 11th at 10:00am and 7:00pm. Please let us know if you are coming beforehand so we can have a chair for you. We look forward to seeing you all there.
School will be letting out soon after our play and many of us will be off to Under Mountain and second grade next year. Eleven new kindergartners will be starting school for the first time in the Fall, all of them from the District, and it will be great to welcome them on board. Until then, we wish you all a GREAT SUMMER!

 

Egremont Garden Club:

Learn more about your garden      Are you an avid gardener? Do you want to learn more about plants, ecology, growing techniques particular to the Egremont area? The Egremont Garden Club has an exciting schedule of talks and events planned this season you might enjoy. The Club meets every third Wednesday – usually in members’ homes – and welcomes all interested gardeners to attend their meetings and join their group. On May 19, the club will have a musicale with piano and voice while surrounded by a lovely garden. On June 16, the annual scholarship tea at the Berkshire Botanical Garden will feature a lecture on the beautiful Ashintully gardens of Tyringham. July 21 is a highlight of the year as the club tours members’ gardens to explore new landscaping ideas. On August 18, the club meets at the Senior Center to prepare floral arrangements for seniors receiving meals-on-wheels. As conservation is a main goal of the club, the environment is the topic of the September 15 meeting with a talk from members of the Berkshire Conservation District. On October 20, the club turns its attention to herbs when Marcia Brolli of the Berkshire Botanical Gardens speaks. Our year ends with a members’ dinner on November 17 and a December 4 hands-on workshop to create the Christmas wreaths that decorate Egremont’s public spaces. Plant, Bake and Tag Sale - Saturday, May 29

            Spring is here and it’s time to plant. To help you on your way, come to the Egremont Garden Club’s Annual Plant, Bake and Tag sale on Saturday, May 29, in front of the First Congregational Church in South Egremont. A variety of perennials, annuals and herbs will be available at low cost from 9:00 A.M. To 2:00 P.M. The majority of the plants come from members’ own gardens and so are sure to flourish in yours. Herbs of all kinds are also locally grown and the annuals are ready to go in the ground. Plus, there is a special offer this year - 65 small fir trees, both Balsam and White Pines, available at a minimal price. Then after your hard work gardening, why not treat yourself to home baked cookies, brownies, breakfast breads, pies or a beautifully decorated cake. The club will also hold a boutique tag sale featuring straw hats for your gardening work and slightly used wallets and scarves. A variety of items for your home will also be for sale. All proceeds from the sale go the Garden Club’s work in supporting scholarships, gardening activities in local schools and providing flowers in our local public gardens. We hope to see you there.

Introducing ASHINTULLY: 

            Discover the intriguing Berkshire’s garden – Ashintully. This Tyringham estate will be highlighted at the Egremont Garden Club’s Spring Tea on Wednesday, June 16, at 2:00p.m. at the Berkshire Botanical Garden. All Berkshire residents and their friends are invited to this event - The Annual Memorial Gertrude B. Burdsall Scholarship Tea. Ashintully, a Massachusetts Horticultural Society’s Hunnewell Medal winner, is the 30-year creation of the contemporary composer John McLennan in which he used the elegant form and proportion of music to blend natural features – a stream, native deciduous trees, a rounded knoll, and rising flanking meadows – into an ordered arrangement with both formal and informal beauty. Reid Bertone Johnson, the landscape designer who wrote his master’s thesis on Ashintully, will show slides illustrating the history and development of this remarkable garden, a Trustee of Reservations estate.

            A delicious tea featuring homemade tea sandwiches, freshly baked cookies, a variety of sweets and fresh fruit will be served. It promises to be a delightful afternoon which you are sure to enjoy. A donation of $10 will be asked which will go to the Garden Club’s work in supporting a scholarship for a local student studying horticulture.

Golden Days Garden in French Park

The Egremont Garden Club has planted a “Golden Days” Garden in French Park to honor Senior Citizens and long time members of the garden club. This garden is a part of a state wide beautification effort by all Massachusetts Garden Clubs. Members of the club turned the blighted area in front of the utilities building into a splash of color highlighted by 75 golden daffodils and brightly blooming forsythia, donated by Ward’s Nursery. When the bulbs rest for the coming year, the garden will continue in bloom with rudbeckia from Connie Logan’s garden. The club would like to thank Priscilla and Dick Burdsall, Hilda Bank Shapiro, and Vera and Edward Thyberg for all their work on this project.

 

Friends of Prospect Lake (FoPL)

            FoPL's 4th Annual Fund Raiser is coming up on May 29. It will again be a huge tag sale in front of Town Hall (Rt 71) from 9am to 2pm. When spring fever hits and you attack your closets, cupboards, attics, cellars, garages and barns, please recycle those still-have-a-lot-of-life articles through our tag sale. Call Marj (528-3726), Genis and Chet(528-6957), Eileen and Dave (644-9047), or Sarah and Roger (528-3623). We will tell you where to take your tax-deductible donations, or we can arrange to pick them up. We're eager to have helping hands, both on the day of the sale and ahead of time. We're looking for housewares, furniture, exercise equipment, books, linens, clothes, and the unique.

            On Saturday, May 29, come and shop! In front of Town Hall from 9am to 2pm. However you support us, we THANK YOU in advance.


            Within two weeks of the tag sale, FoPL's mission will be engaged: to preserve Egremont's jewel, Prospect Lake. The major event each year is to treat the lake to eradicate invasive species of aquatic weeds. For 2010, we will be treating for any to all of the following: milfoil, pondweed, coontail and algae. This work is done under a permit issued by the Egremont Conservation Commission with review by the Commonwealth's DEP.

            A FoPL Annual General Meeting is scheduled for 9am, Saturday, July 10, at the North Egremont Firehouse. All are invited, but one must be a member to vote. And vote we will: board elections, bylaw revisions, budget, and any other business that comes before us. Regarding membership, or candidacy for office, you may contact the folks listed above, or Craig Elliot, Joyce Frater or Frank Penglase.

            We recently participated in the Green Committee's Road Cleanup on April 24, and had a grand time. We are finding more and more ways to keep Egremont green or, in our case, to give our lake the blues!

You don’t know it yet girl dear

but I know,

For I have seen you in a dream

and so,

To make you real when I awoke

I painted you in my memory book,

The way you smile - the way you look,

The sweet soft sounds of words you spoke.

 

I saw you step from out of time

From some far place, I know not where,

But I’d the highest mountain climb

Nor pause at any periled path,

If at the end I’d find you there.

 

And so dear girl although it seemed

How time, that thief, had bound me fast,

I broke his bonds and here at last

I find it real that which I dreamed.

 

For in a field where flowers grew,

The fairest flower of all worked there,

And when the sunlight touched your hair

You turned and all at once I knew.

 

And when I spoke I saw you smile

And I at once was all undone.

For you touched my hand and I heard you say,

I knew someday that you would come.

 

Where in all this world of worlds

Do unseen angels dwell,

Who find two hearts that beat as one,

And softly, softly the task is done,

And done for us dear girl so well.

 

For though a thousand years go by

I know that we will hand in hand,

Still walk the paths in gods far land
